Background
We have all experienced the negative consequences of toxic organizational culture, but in the case of the public sector, organizations with toxic cultures can have much deeper impacts. A private company with a toxic culture may only affect itself, its own employees, and its customers, who can walk away at any time. A city or county department with a toxic culture, however, affects the lives of every citizen living in the community through programs, services, policies, and procedures. The first step toward combatting these issues is to understand how they came to be in the first place. The City of Laredo has had multiple employees come forward in the last year describing the failing organizational behavior of the city. First, in early 2022, an Assistant City Manager filed a grievance in which she described a “toxic work environment, inappropriate behavior by members of city management, information leaked to social media personalities, and even an instance of alleged mismanagement of city funds” (Casso, 2022). Later, in the summer, another employee, a Human Resources Project Manager, spoke at a city council meeting where she also described a dysfunctional organization, which engages in “publicly chastising, humiliating, and bullying those they cannot control” (Camacho, 2022).
