Policy Reform Proposal
The final project for this course is a policy reform proposal dealing with American immigration
policy. This is worth 50% of your total grade for the course, so it is recommended that you begin
working on it sooner rather than later. The proposal should be 10-15 pages in length, double-
spaced, and can address any aspect of immigration policy, but it is recommended that students
choose to focus on reform of either legal or undocumented immigration since either is quite a
broad topic. Students should write as if they are an advocacy organization for the proposed
changes. Below is a recommendation for the structure of the paper, followed by links to a few
examples of these kind of reports, and finally by a grading rubric detailing the grading for the
project.
! Introduction (1-2 pages max)
! Here you should introduce the problem your immigration proposal is meant to address.
! Explain the problem with the current immigration system and the economic/social costs
it entails
! Provide a brief summary of your proposed changes
! Background (2-3 pages)
! What past pieces of legislation have contributed to the issue?
! You should mention the effect of individual pieces of legislation
! What if any legislation has sought to address the issue?
! Why did they succeed/fail?
! Proposed changes (6-10 pages)
! This should begin with a summary of your proposed changes to American immigration
policy
! Each proposed change should appear in its own subsection
! Each subsection should explain why you are proposing the change and its expected
effects, along with supporting evidence that it will address the issue in question
! All changes must be feasible
! You can be creative, but this should be grounded in what is possible
! Remember that the bigger the change, the harder it will be to make it seem feasible
! You should propose no more than 3-5 changes overall
! You are expected to write a detailed explanation of each proposed policy change,
concentrate on making substantive recommendations rather than a larger number of
changes
! You should then explain the expected benefits of your reforms
! Conclusion (1-2 pages)
! Summary of why these would be positive changes to immigration policy
! Summary of changes & expected benefits
! Suggestions for getting this passed in Congress
