Merit and worth (also called impact evaluation and/or outcome evaluation) focus on how to evaluate whether the program is making any difference to the people it is intended to serve.
Only after there is certainty that the program was implemented with fidelity does it make sense to examine whether the program had its intended impact. Why? Quite simply, if the program was not implemented according to plan, then a) it is less likely the program will be successful at changing the things it is trying to change (i.e., impact); and b) if it was successful at demonstrating impact, then you cannot say with any certainty whether any observed changes had anything to do with the program.
In this third part of the Scholar Practitioner Project (SPP), you will design an evaluation project to address a public health issue. Specifically, you will design a Merit and Worth (M&W) evaluation project by using qualitative methods.
