Research articles can affect the development of criminal justice public policy by bringing attention to the policy, either negatively or positively. All three governments, local, state and federal governments play a role in maintaining order in the community based on their respective positions. Because of these roles the government plays, research articles inform the citizens what is happening and they in turn, make their voices heard which affects how public policy is created. “Journalists will often simplify complex issues to bring out striking messages. Willful or not, this will sometimes misrepresent how the facts are, or make ill-advised recommendations– for example, by calling for a law that already exists, or criticizing a policy that doesn’t require what is alleged, or arguing for criminalizing a practice that barely ever happens” (Lever & Poama, 2019). The NCVS gives a cause for concern since they are prone to inaccurate information. They want to collect information from victims which tends to be a large amount of information. On the other hand, victims do not like this type of reporting, and they tend not to report certain crimes. Certain crimes tend to be underreported when using this survey. The advantages of using NCVS over the URC data is that NCVS is a National Crime Victimization Survey. It is a self-reported survey, and it tends to be underrepresented. Only low-level crimes are recorded so the more major crimes do not get represented. However, the NCVS collects data that the UCR does not such as low-level incident information “The NCVS interviews victims on crimes both reported and not reported to police, while NIBRS collects data on crime recorded by law enforcement agencies. Taken together, these two measures of crime provide a more comprehensive picture of crime in the United States” (Morgan & Smith, 2022). As a law enforcement officer, it does cause me to act in a way that would bring better relationships between the community and the law enforcement agency. Gaining the community’s trust is how a law enforcement officer is successful and can make a difference in the public. Research articles can affect policy in a positive or negative way depending on how the public views certain issues. Liang and Lu’s article affects the development of criminal justice public policy because the government controls information and the population via the internet. Also as seen in the textbook, the internet can affect crimes and public order by using it as a tool to commit identity theft, cyberbullying, and sell illegal drugs and weapons. The internet can be a risky tool when it comes to a policy if it is not utilized correctly.
There are some concerns about the National Crime Victimization Survey (NCVS) due to its reliability. The NCVS can only capture crimes involving victims, leaving out a whole scope of criminal offenses such as illegal weapon possession, tax fraud, drug and alcohol violations, and gambling (Mosher et al., 2010). Also, victimization surveys use a sample of residents to estimate rates of victimization for an entire population. This leaves an area of discrepancy between the sample estimates and the true population parameters.
Mosher et al. (2010) state the advantages the NVCS has over official crime data despite the concerns. It is believed that the NVCS provides more accurate measures of the absolute rates of some serious crimes and is believed to be more reliable when analyzing trends in crime. Also, these victim surveys allow for more detailed information about the situational factors surrounding criminal acts such as the physical location, day and time of events, types of weapons used, and the number of victims and offenders.
The article “Snitches End Up in Ditches’ and Other Cautionary Tales” articles causes me to act in a way because selling the idea not to snitch or there will be consequences is not in good safety of the school or the students involved. Setting up an anonymous system where students can report issues and protect them from being bullied can be a first step. It is difficult to break the cycle of bullying but protecting students from bullies is a priority.
