Although the term shared governance has changed over time, it is still commonly accepted as the standard for educational institutions in the country. The concept is designed to recognize the differences between US higher education institutions. For instance, at liberal arts colleges, the entire faculty is involved in the governance process, which is unique in that it involves the whole institution. On the other hand, at larger institutions, such as doctoral-granting universities, the governance process is typically done through a joint committee or faculty senate. In addition to being involved in academic governance, unions also play a significant role in the decision-making process at community colleges. Although the governance structure has changed over time, it remains rooted in democratic principles.
Due to the increasing environmental demands impacting higher education, the leaders of these institutions must make practical decisions promptly. This is why the structure of academic governance has changed. Instead of traditional maintenance decisions, which usually involve the allocation of funds, the decisions now focus on strategic policy-making. The decisions made today are critical to the future of higher education. They are also very challenging due to the changing nature of the scholarship prioritizing and the increasing number of programs and opportunities available.
Kaplan (2004) asked whether governance structures matter in the study of significant relationships between shared governance structures and outcomes at 4-year institutions in the United States. The study results suggest a need for more consistency between how academic governance is organized and how it is performed. For instance, faculties are more likely to have significant responsibilities regarding literary matters and appointments. At the same time, they are less likely to be involved in the planning and financial activities of the institution. It also showed that the results were consistent across different educational sectors, such as private or public institutions. It also found that faculty involvement was associated with an increased likelihood of an institution adopting merit pay policies and higher salaries.
A culture does not exist for itself; rather, it exists to provide a context within which the primary intentions of the organization are fulfilled (Kezar & Eckel, 2002). The concept of organizational culture is a framework that helps organizations create order out of the many complex and confusing dynamics of their operations. It involves sharing basic assumptions that members learned as they solved problems related to internal and external integration. These assumptions can then be used to teach new members how to feel and perceive these problems.
